Council Member Richard Royce represents the residents of the City of Banning’s 4^th District.  Richard is a Native Californian and 4^th generation member of the Caddo Nation.   His great-grandmother moved to California from Oklahoma in the 1800’s.   She did so after helping many tribes settle there from their forced exile from Georgia during what is now known as the “Trail of Tears.”

Richard was born and raised in Rialto and later married.  He and his wife have been married for 35 years and have raised two kids.  They have been proud Banning residents for 26 years.   

Richard’s cultural background and up bringing focused on self-reliance and community service.  As an autodidact, some of his disciplines include computer science, radio theory, aviation, and horology.  Richard is a lifetime member of the Rialto Historical Society and is a docent in his free time.   He also volunteers for various radio events and is the Chair of TASMA, a frequency coordinating body for the FCC. 

In keeping with public service, Richard has been a Law Enforcement Officer for 30 years.  He was first in his department to utilize a video camera on patrol.  Later, that agency would become the first in the nation to conduct a study on police Body Worn Video.  As President of the Police Union, he worked with the Chief of Police and helped to co-author a policy on Body Worn Video.  That policy has since been adopted as an international standard for BWV everywhere.

In keeping with the spirt of self-reliance, public service, and transparency, he is honored to be trusted with moving Banning forward on a path toward “Endless Opportunity.”
