• Eating and drinking establishments are to provide customers with water only upon request.
• Restaurants to wash kitchen and dining room with bucket or specialized water broom only
• Low-flow, spray valves, and spraying fixtures fitted with automatic shut-off should be used for handheld dishwashing.
• Daily towel and linen service should be optional. Hotels must offer guests the option to help conserve water by having fresh towel and linen service only upon request.
• The use of fire hydrants by construction companies and watering trucks requires permission and a temporary construction water meter from the water utility where the hydrant is located.
• Only recirculated water in a fountain or other decorative water feature should be used.
• Commercial, industrial, and institutional properties, such as campuses, golf courses, and cemeteries shall implement water efficiency measures to reduce potable water usage in an amount consistent with the reduction target. 
• Parks and schools shall be watered on alternate days during the hours between sunset to sunrise.
• Emptying and refilling a swimming pool should take place only to prevent or repair structural damage or to comply with health regulations.
• Automobile wash businesses must use recycling systems.
• The City of Banning strongly encourages Home Owner Associations (HOA) and other enforcement agencies should suspend code enforcement and fines for brown turf areas and encourage the replacement of turf areas with drought-tolerant landscaping.

Additional prohibitions implemented June 10, 2022 by the activation of Stage 2 according to Executive Order N-7-22

• All landscape irrigation limited to no more than 2 days per week from June 1 to October 31 and no more than once per week from Nov 1 to May 31 
• All landscape irrigation limited to no more than 10 minutes per station per watering day
• Pools or spas to have a cover to prevent evaporation
• Cease all operation of decorative water features (fountains, ponds, etc.)
• No filling or refilling of ornamental lakes or ponds, except to sustain aquatic life
• Repair or isolate leaks within 48 hours of notification by the city
